Preventative Strategy


(A) The research results of the Suicide Prevention Center have shown that of the factors that influence a person’s decision to commit suicide, other than illness, social and economical (such as unemployment or low salary) have an extremely high effect on the suicide rate. Taipei’s data shows that the suicide rate of 45 to 64 year olds due to economic reasons has greatly increased.

(B) In the past the Suicide Prevention Center which was established as part of the medical care system has tended to focus on the integration of medical care and public health, but was relatively unable to combine diverse tools such as social aid, employment, education, cultural promotion to engage in suicide prevention activities. Because of this the media or general public often interpret this situation as the government “does not have a program in place for suicide prevention” or just “let individuals fend for themselves”.

(C) According to the research data collected by the Taipei Suicide Prevention Center environments that limit suicide materials or methods is the most effect method for prevention (J. John Mann & et al. JAMA. 2005;294:2064-2074.). Environmental prevention is an extremely important link in the chain of cross-departmental work, but because the members of most bureaus are very busy with everyday work they are often able to realize the relationship between their bureau and suicide prevention, and therefore the rate of participation in related matters is relatively low. With the suicide rate staying at a high level, being one of the top ten causes of death for 11 straight years, it is necessary for Taipei to establish a Suicide Prevention Center.

(D) For the reason listed above on April 15th, 2009 with the approval of the Mayor Taipei established the cross-departmental Suicide Prevention Center to deal with matters related to frontline individual case processing of related bureaus and private recourses (Public Health Bureau: Medical care recourses; Police Department: Maintaining community safety and order; Fire Department: Emergency rescue service; Bureau of Social Affairs: Provide emergency aid and family and supportive services; Civil recourses: Suicide prevention telephone and individual case counseling; Hospitals: Rescue services and individual case counseling), and immediate integration and processing of high-risk cases; As for preventative educational promotion and environmental prevention not only does the Suicide Prevention Center conduct overall strategic planning and research but also allows the different bureaus to be involved in the process while carrying out the plans on their own.
